Using the media creation tool, I got a Windows 10 Home ISO file of 4641536 KB. Using Windows Explorer and Trying to burn it to a "4.7 Gb" ... ,I downloaded 1903 image, but when tried to write it applications tell that image doesn't fit the disk.
