Improvements:
- Changed folder names and logic
- Servers that do not support SSL/TLS are now moved to "Non-SSL" folders

More fine grained Special GEO rules:
- Can have multiple rules for each county. Processing stops after the 1st rule matched is executed
- Filter by type allows to specity Socks server version 4 or 5
- User folders (under My Proxy Servers) are included in background testing
